Manager Position at the Swedish Customs Legal Department
Do you want to work in an authority with an important societal mission and a developing operation? The Swedish Customs contributes to creating a safe and secure society and now offers an opportunity to lead a unit with broad responsibilities, competent employees, and exciting tasks as the manager of one of the units in the legal department.
The legal department of the Swedish Customs is responsible for legal governance and legal support within the agency.
The department is divided into four units: the customs law unit, the general administrative law unit, the physical control and criminal law unit, and the information and archive management unit. The department currently has about 60 employees located in Stockholm, Malmö, Gothenburg, and Luleå. The department is led by the agency's chief legal officer, and each unit has a unit manager. Within the department, there are functions for data protection officer and a government-appointed public counsel according to the customs law.
The customs law unit consists of about 20 employees and is responsible for legal governance and support in the areas of customs law and tax law. This includes the EU Customs Code with associated regulations, the customs act, the customs regulation, and a large number of other regulations. The unit's tasks include providing legal governance and support to the entire Swedish Customs in this legal area by developing legal positions, answering questions from the operation, participating in development projects, responding to consultations, etc. The unit also handles litigation in administrative courts when the agency's decisions on customs and taxes are appealed to administrative courts. The unit also houses the Swedish Customs data protection officer according to the data protection regulation.
About the Position
The overall responsibility for the agency's managers is to achieve good results in relation to the Swedish Customs' mission and to conduct good leadership. In the role of unit manager, you are responsible for steering, leading, following up, and developing the operation in line with the Swedish Customs' overall mission. Together with your employees, you will proactively steer and support the Swedish Customs' legal work within the legal areas for which the unit is responsible. You are responsible for creating conditions for your operation to be conducted efficiently and legally. You are also responsible for creating well-functioning cooperation with other parts of the Swedish Customs' operations.
As the unit manager, you report to the chief legal officer. You are part of the legal department's management team, where you collectively are responsible for the department's mission and for driving the department's long-term development work.

We are looking for someone who:
- has a law degree or equivalent
- is an administrative court assessor or has equivalent experience working in administrative courts
- has current and relevant leadership experience
It is advantageous if you have:
- experience of operational management with personnel responsibility
- experience in leading development and change work
- experience working in the Government Offices or another authority
- experience in legal matters within the unit's area of responsibility
- experience in EU-related work

The employment is a permanent position and begins with a 6-month probationary period, with individual salary setting applied. Within the Swedish Customs, time-limited managerial appointments of 5 years are applied with the possibility of extension.
Start date: As soon as possible by agreement.
To be considered for employment at the Swedish Customs, you must meet high standards regarding security and confidentiality awareness, suitability, and compliance with applicable laws. This means that you stand up for democratic values and the state values that apply to the operations of the Swedish Customs. Before a decision on employment, you will undergo a drug test. Security screening with a background check according to the security protection law will be conducted before employment, as the position is placed in a security class. The Swedish Customs is a total defense authority, and upon employment, you may be assigned to the Swedish Customs in case of war.
Managerial tests may be conducted during the recruitment process.
